Publish party changes when they have become effective on a domain.
Publish party changes when they have become effective on a domain. This ensures that ledger API apps can immediately make use of party changes when they receive the notification. If a party is changed on a participant while the participant is not connected to any domain, then the party change will fail if triggered via the ledger API and delayed until the participant connects to a domain if triggered via Canton's admin endpoint.
